I think the use of standard-wire fence and then over fearly straneds would cooperate, but not cable, and every 2 or 3, a exspeicaly an electric motor and the top and have a voltage sufficient for WHOOA, IM out
and something thats built and has a garrentte if you can

Looks like a combination of need of both. regular electric fence to discourage jumping and started digging the ground to prevent it.
